Meeting 5G high bandwidth rates, ultra-low latencies, and high reliabilities requires of network infrastructures that automatically increase/decrease the resources based on their customers’ demand. An autonomous and dynamic management of a 5G network infrastructure represents a challenge, as any solution must account for the radio access network, data plane traffic, wavelength allocation, network slicing, and network functions’ orchestration. Furthermore, federation among administrative domains (ADs) must be considered in the network management. Given the increased dynamicity of 5G networks, artificial intelligence/machine learning (...) (AI/ML) solutions are strong candidates able to learn, and take quick provisioning decisions upon fast changes in network conditions. Therefore, this chapter presents an analysis of the state-of-the-art solutions for 5G networks’ management, where AI/ML solutions are discussed and compared with traditional methods. Additionally, the chapter provides a technology overview of both standards, and existing solutions regarding the 5G network management, and directions toward the integration of AI/ML in 5G networks. The comprehension of living organisms in all their complexity poses a major challenge to the biological sciences. Recently, systems biology has been proposed as a new candidate in the development of such a comprehension. The main objective of this paper is to address what systems biology is and how it is practised. To this end, the basic tools of a systems biological approach are explored and illustrated. In addition, it is questioned whether systems biology ‘revolutionizes’ molecular biology and ‘transcends’ its (...) assumed reductionism. The strength of this claim appears to depend on how molecular and systems biology are characterised and on how reductionism is interpreted. Doing credit to molecular biology and to methodological reductionism, it is argued that the distinction between molecular and systems biology is gradual rather than sharp. As such, the classical challenge in biology to manage, interpret and integrate biological data into functional wholes is further intensified by systems biology’s use of modelling and bioinformatics, and by its scale enlargement. Pastoral power and techniques of the self: Foucault and the asceticism of the Desert Fathers This article argues that Foucault would probably have wanted to discuss a number of subjects and texts which are now almost completely lacking: the novelistic texts known as the Apocryphal Acts of the Apostles and some hagiographical sources. The Christian views on sexuality were sometimes less ‘orthodox’ and more extreme than what Foucault presented, probably under the influence of Paul Veyne. The Life of Anthony by (...) Athanasius contains a passage which is not analyzed thoroughly in the volume as it was published but which is a key text for the development of Christian hermeneutics and pastoral power. (shrink)

Le rôle des mathématiques dans la formation des officiers de l’armée néerlandaise, a profondément changé pendant le premier xixe siècle avec la fondation de l’Académie militaire en 1828. Les mathématiques étaient au centre de la formation. L’Académie était un des lieux les plus importants de diffusion des connaissances mathématiques aux Pays-Bas pendant la première moitié du xixe siècle, mais elle a perdu ce rôle pendant les années 1860-1870. Dans cet article, je me propose d’examiner à la fois les programmes de (...) l’Académie et le rôle central des enseignants de mathématiques de l’Académie dans la Société Mathématique néerlandaise et dans l’Académie royale des Sciences. Par ailleurs, l’évolution des mathématiques, visible dans ces deux institutions dans les années 1850, n’a pas entraîné une adaptation des programmes au sein de l’Académie. Ainsi, à partir de 1870, l’Académie a presque complètement disparu de la vie mathématique des Pays-Bas. The role of mathematics in the education of Dutch army officers changed dramatically in the early 19th century. This shift became visible with the founding of the Dutch Royal Military Academy in 1828, which shows the role of mathematics in military education shifting toward a purely pedagogical function. This change in approach, which primarily occurred in 1860’s, affected the standing and perception of an academy once highly respected in the field of mathematics. In the present work, I examine both the curricula at the Academy and the crucial role of the Academy’s mathematics instructors in the Dutch Mathematical Society and the Royal Academy of Sciences. Importantly, these two institutions managed to successfully adapt to the changing character of mathematical sciences that occurred around 185 Mathematicians at the Royal Military Academy, however, appeared to cling to an outdated view of mathematics. Failing to update their approach ultimately caused the Academy to lose its once prominent place in the Dutch mathematical community. (shrink)

At the provincial council elections of the 13th of October 1985 in Belgium two of the three traditional politie al families made a general progress, namely the socialists and the christian democrats. The liberals had a serious decline in Flanders, but for the greater part this was counterbalanced by the liberal progress in Wallonia. The ecologists also made progress, mostly in the Flemish part of the country. Beside the Flemish liberals, the big losers of these elections were the regional parties, (...) namely the Flemish nationalists and for sure the Walloon Rally who disappeared from the electoral scene. This paper discusses gender, sexuality and race through the analysis of Ann Walker, who is a character in the Tv show Gentleman Jack (2019). It aims to focus on the encounter and on the latent desire between Ann and the series’ protagonist to then explore the tensions and established pacts within the limits of femininity, heterossexuality and whiteness, through an elusive gaze to the paranoid reading. Therefore, desire emerges as a theoretical-analytical category by the writings of Deleuze and Guattari (1997; (...) 1995) and Deleuze and Parnet (1998). Lugones’ theory (2014; 2007; 1994) on the coloniality of gender, purity and creativity also contributes to operating a racially aware analysis. Through her desire for the protagonist, Ann constitutes a pact with the demon, in Deleuzo-Gauttarian terms, which ambivalently culminates in the expropriation of herself and in the production of another self, elusive to the expectations of gender and sexuality, however sustained by the limits and possibilities of whiteness. The permissibility of actions depends upon facts about the flourishing and separateness of persons. Persons differ from other creatures in having the task of discovering for themselves, by conjecture and refutation, what sort of life will fulfil them. Compulsory slavery impermissibly prevents some persons from pursuing this task. However, many people may conjecture that they are natural slaves. Some of these conjectures may turn out to be correct. In consequence, voluntary slavery, in which one person welcomes the duty to fulfil (...) all the commands of another, is permissible. Life-long voluntary slavery contracts are impermissible because of human fallibility; but fixed-term slavery contracts should be legally enforceable. Jean-Luc Nancy élabore, depuis quelques années, une philosophie première où le concept d’« être-avec » occupe une place centrale. Celui-ci a suscité son lot d'interprétations. Une des critiques faite à l’encontre du concept est articulée selon l’angle éthique, plus particulièrement en ce qui a trait à la pluralité. En effet, en amalgamant « être » et « avec », Nancy annihilerait, comme Heidegger, la nécessaire pluralité de la vie en commun. C’est ce débat que nous voulons ici commenter. Nous commencerons (...) en explicitant le concept d’être-avec chez Nancy. Dans un deuxième temps, nous développerons les arguments de ceux qui reprochent à Nancy de ne pas avoir réussi à faire droit à la pluralité. Pour nous aider à y voir plus clair, nous utiliserons les travaux de Franco Volpi et de Jacques Taminiaux qui ont analysé les causes de ce déni heideggérien de la pluralité. Nous présenterons leur investigation dans la troisième section. Enfin, nous montrerons que l’être-avec nancéen, bien loin de dénier la pluralité, lui donne toute son ampleur. (shrink)

The article inquires about the role of language in Cristina Peri Rossi’s Panic Signs [Indicios pánicos]. The hypothesis of the work is that language, as a mimetic instrument of representation and creation, established itself as a way to upgrade the relations of power during the Uruguayan pre-dictatorship. Being a qualitative research based on a hermeneutical approach, the article has the following aims: i) reconstruct the background to the dictatorship leaded by Juan Maria Bordaberry, ii) frame the work within the tradition (...) of dictator novel following Lukács’ socio-critical approach and Pierre Bourdieu’s field theory, iii) explain how language works as an instrument of representation and power, iv) analyze Peri Rossi’s work in the light of the aforementioned framework. It concludes, first, that the work responds to a mimetic language of representation, which involves taking a stance that is based on the notions of hegemony or counter-hegemony; and, second, that provided the scarce studies concerning the circumstantial situations of the work, the article might be regarded as a significant contribution to literary criticism. Desde a sua génese, a Arqueologia encontra-se entre as ciências naturais e as ciências sociais e humanísticas. Esta posição partilhada e a procura de uma maior compreensão dos seus objetos de estudo específicos, criou nos profissionais de Arqueologia uma necessidade de recorrerem a várias metodologias (e tecnologias) originárias de outras disciplinas. De forma similar a outras ciências, a Arqueologia é uma área permeável à experimentação e aplicação de conceitos teórico-práticos exógenos que levou, inclusive, à formação de diversas especialidades que unem (...) a Arqueologia e outras áreas, como a Zooarqueologia. Como aconteceu ao longo da sua história, o meio académico está perante um momento de mudança na forma como se processa a aquisição de conhecimento. O fato de estarmos na Era Digital da globalização faz com que a adaptação do meio académico a esta realidade seja mais continuada, não sendo a Arqueologia alheia a esta transformação. Após uma breve introdução ao novo "paradigma digital" das humanidades, revemos alguns dos principais usos de tecnologias relacionadas com o uso da Internet no apoio à investigação em Arqueologia (e.g., bases de dados enriquecidas), e descrevemos algumas questões relacionadas com o uso de novas ferramentas e técnicas, seus principais obstáculos e tendências. Ziel des Beitrages ist, die Bedeutung der Mysterien für das Denken des jungen Nietzsche, der unauffällig, aber dezidiert die Kernbegriffe seines Philosophierens - das Apollinische und das Dionysische, die Tragödie, die ästhetische Rechtfertigung der Welt - mit einer 'Geheimlehre' vervindet, auszuloten. Eine textnah Interpretation seiner Aussagen zur apollinischen bzw. dionysischen Mysterienordung zeigt, dass die tragische griechische Kultur im Mysterienvorgang als kultischem un institutionellem Geschehen begründet ist. Aus Nietzsches Analyse dieser die Metaphysik des Willens exemplarisch zum Ausdruck bringenden Kultur geht hervor, (...) dass ohne Mysterien der Wille sich nicht optimal entfalten kann. Diese Einsicht überträgt Nietzsche auch in die Sprache seines Philosophierens.The aim of the article is to fathom the meaning of mystery cults in Nietzsche's early thinking. in a discreet manner, he associates the key concepts of his philosophy - the Apollonian and the Dionysian, the tragedy, the aesthetic justification of the world - with a 'secret doctrine'. A close reading of his writings on the Apollonian and Dionysian 'mystery order' shows that the tragic Greek culture is founded on the mysteris as cultic and institutional happenings. Nietzsche's analysis of this culture, which gives expression to the metaphysics of the will in an exemplary fashion, reveals that without mystery cults the will cannot unfold itself optimally . Nietzsche translates this insight also into the language of his philosophy. (shrink)

Life is fundamentally unequal, shaped by the arbitrary circumstances of birth and fate. The chapter critically explores the role of intellectual property (IP) law within the framework of meritocracy, arguing that meritocratic IP can provide effective incentives to fostering creativity, commerce, and innovation, to move up one’s position in society and change the culture in the process. However, meritocratic IP should not be used to justify or perpetuate inequality. IP rights, copyright, patents, trademarks, geographical indications (GIs), cultural heritage rights (CHR), (...) and trade secrets, are analyzed for their meritocratic value and their potential to either exacerbate or mitigate inequality. The digital transformation and the rise of artificial intelligence (AI) present new challenges, where creative destruction may widen income inequality while also lowering resource inequality by increasing access to goods and services. Additionally, the spatial and cultural dimensions of IP, particularly in the context of GIs and CHRs, are examined for how they can entrench existing disparities. The chapter advocates for a recalibration of IP law that better aligns with true meritocratic principles while ensuring that it does not reinforce inequality. It calls for a more flexible and inclusive IP system that respects both the heritage of the past and the innovation of the future, ultimately aiming to create a society where meritocracy drives inclusive progress and shared prosperity rather than entrenched inequities. A central problem of political philosophy is that of explaining how a state could have the moral authority to enforce laws, promulgate laws which citizens are thereby obliged to obey, give new duties to citizens and levy taxes. Many rival solutions to this problem of political authority have been offered by contemporary and recent philosophers but none has obtained wide acceptance. The current debate takes no cognisance of George Berkeley’s ‘Passive Obedience’, in which he defends the exceptionless duty of not (...) using force to resist the state and offers a rule-consequentialist account of morality which indicates an explanation of political authority as grounded in the social connectedness of human beings. I expound, criticise and develop Berkeley’s explanation to provide a promising solution to the problem of political authority. The solution impugns the political authority of all existing states as well as the duty of passive obedience. (shrink)

Report of the symposium 'Towards a Philosophy of Systems Biology' held at the Vrije Universiteit of Amsterdam (VUA), the Netherlands, from 2 to 3 June 2005.

Together with the city council elections, the citizens of Antwerp elected on 8 October 2000 nine district councils. This new decentralised political level is primarily initiated to restore the confidence of the citizens in the city government. By analysing the results of the city and the district elections we try to find indications whether citizens feel closer to their new district governments or not. Apparently district elections resulted neither in a higher voter turn-out, nor in less blank votes. Nevertheless, there (...) is a significant correlation of voter turn-out and blank votes with population of the districts. And although the differences between the electoral results of the city elections and the district elections are not huge, a different political landscape comes more or less into existence in the several districts. Quite surprisingly the number of list votes is higher on the district elections than on the city elections, while we would have expected a higher number of preferential votes. Correctingfor incumbents and famous candidates on the lists, our initial expectations hold much better. Generally spoken, we can conclude that the district elections do not give much proof of a closer connection between the citizens and the city government. Nevertheless we find some important differences between the districts. (shrink)

Via a historical reconstruction, this paper primarily demonstrates how the societal debate on genetically modified organisms (GMOs) gradually extended in terms of actors involved and concerns reflected. It is argued that the implementation of recombinant DNA technology out of the laboratory and into civil society entailed a “complex of concerns.” In this complex, distinctions between environmental, agricultural, socio-economic, and ethical issues proved to be blurred. This fueled the confusion between the wider debate on genetic modification and the risk assessment of (...) transgenic crops in the European Union. In this paper, the lasting skeptical and/or ambivalent attitude of Europeans towards agro-food biotechnology is interpreted as signaling an ongoing social request – and even a quest – for an evaluation of biotechnology with Sense and Sensibility. In this (re)quest, a broader-than-scientific dimension is sought for that allows addressing the GMO debate in a more “sensible” way, whilst making “sense” of the different stances taken in it. Here, the restyling of the European regulatory frame on transgenic agro-food products and of science communication models are discussed and taken to be indicative of the (re)quest to move from a merely scientific evaluation and risk-based policy towards a socially more robust evaluation that takes the “non-scientific” concerns at stake in the GMO debate seriously. The article examines the compatibility of agonistic democracy and populism as well as their relationship to the idea of constitutionalism. The first part shows that Chantal Mouffe’s recent attempts to reconcile her normative approach of an agonistic pluralism with a populist style of politics are not fully convincing. Although there are undeniable commonalities between an agonistic and a populist understanding of politics – the appreciation of conflict, the rejection of moralistic and juridical modes of conflict resolution etc. – the populist (...) mode of the construction of the people (and the denunciation of political opponents as enemies of the people) risks impeding the transformation of antagonistic into agonistic modes of political contest. The tensions between agonism and populism are especially evident in matters of constitutionalism. This topic is examined in the second part of the article, which provides some ideas for reducing the normative and institutional blind spots of contemporary theories of agonistic democracy. It focuses on elementary principles for an agonistic concept of democratic constitutionalism that differs from the populist view of the relationship between politics and law, especially in respect of its interpretation of the concept of ‘resistibility’ of legal norms. The notion of measurement plays a central role in human cognition. We measure people’s height, the weight of physical objects, the length of stretches of time, or the size of various collections of individuals. Measurements of height, weight, and the like are commonly thought of as mappings between objects and dense scales, while measurements of collections of individuals, as implemented for instance in counting, are assumed to involve discrete scales. It is also commonly assumed that natural language makes use of (...) both types of scales and subsequently distinguishes between two types of measurements. This paper argues against the latter assumption. It argues that natural language semantics treats all measurements uniformly as mappings from objects (individuals or collections of individuals) to dense scales, hence the Universal Density of Measurement (UDM). If the arguments are successful, there are a variety of consequences for semantics and pragmatics, and more generally for the place of the linguistic system within an overall architecture of cognition.
